File and Folder Icons not showing. Locked out of Folder Options and Properties HELP!

I am experiencing a very odd and frustrating issue in Windows 8.1. Basically whenever I open up the windows explorer, after navigating through one or two folders all my folder and file icons go blank as shown

This happens on EVERY FILE AND FOLDER btw. Not just pics.

Also as you can see the "Folder Options" button up top is greyed out and it doesn't let me click it. Also when I right-click a folder and hit "Properties" nothing happens.

 

Furthermore, when I open the "This PC" directory I am met with an infinite loading bar (reaches the end and stays there forever).

And finally sometimes the entire left pane just disappears and I'm left with little searching icons

I tried fixing it by restarting the explorer process which brings back the icons but then the problem reoccurs once again after I navigate through one or two folders

 

 

 

Please suggest something that might help.

Yea both options not working. I'll just clean install Win10 later tonight.
