DaVinci Resolve 12, it's free.

 

By the way, all NLEs can handle any FPS.  At least the ones that are considered at the professional level.

Do you even know what DaVinci Resolve 12 is?

 

It's something used by many video editors, amateurs and professionals alike.  It's a great NLE.

 

You can also get HitFilms or Lightworks, 2 other great NLEs for video editing.  And they have free versions.

Not sure about hitfilms and davinci resolve12. I've used lwks and I wasn't impressed
