Is this something that can be done? just I have a 8350 which is called buy a H60 as I have no 240 mount and was on a budget at the time, although the temps are fine at stock, however when I am on youtube or watching a film at night, I underclock it to 2.1ghz and turn my fans down so it is silent, wondering if I can link these profiles to the keys on my steelseries APEX? currently using catalyst to control it but am happy to change that if it means I can use keys instead of going through the software, my main reason for this is I fairly often forget to turn it back up to game and then try and run GTAV at 2.1ghz... don't mind if I set 2 buttons as an up and down to incrementally change the speed, or set profiles, was thinking of actually overclocking it, but as of right now, I have crossfired 2 R9 270X's and I am pinned at 60fps about 90% of the time while hitting the memory limit on the cards so I didn't see much point.

Personally I wouldn't make quick-change profiles for CPU overclocks. I'm not sure if you can do them. For GPU you can. You make profile in MSI Afterburner etc. and set hotkey for that. Then you program that hotkey into your macro keys. Done.
