The problem: For the past year or so, my computer has only had about a 10% success rate at performing normally when turned off. 90% of the time, I get anywhere from 30 to 100 fps in non demanding games such as CS:GO. Along with the lower than normal fps, the output is laggy and jittery, more so than a constant 30. Usually I can just restart my computer a few times to get it working normally, but recently it has been worse than ever.

 

What have I already tried? It feels like I have tried everything. I have tried turning it off then on again ( .-. ), I have tried installing new GPU drivers ( didn't work ), I have tried re installing windows ( didn't work ), and I have tried updating my BIOS. No, the card is not dusty, and yes I have taken it out and blew it a little bit ( ͡° ͜ʖ ͡°). 

 

I feel like the problem started once when I had used the Asus automatic tuning thing to overclock my CPU, I was mid game ( in cs:go ) and then crashed. I got back into the game and I was getting near 30 fps, so I restarted my computer again and was getting the usual 299 capped. I thought my problem had been fixed, but oh boy was I wrong ( keep in mind that this was over a year ago ).

 

What can I do to fix the problem? I honestly am out of ideas and am willing to take anything ( sorta ). 

 

PS : the problem happened in both Windows 8.1 and 10. CPU & GPU temps are always around 50-60c. If you need anymore information, please ask! Thanks! It has been driving me crazy.

idle for both CPU and GPU sit around 30-40c and load is anywhere from 50-60c

Sounds like failing hardware; try playing CSGO on your integrated intel GPU and see what kind of results you get (Consistent vs not)

You said you tuned your CPU mid game, try turning it back to the previous settings. ^As said above try your integrated graphics. If that doesn't work then I can't think of anything else.

Have you tried disabling all C-states. (power saving modes) and disabling the dynamic clock (turbo/boost) and run at fixed stock clock/voltage to see if the problem persists?

 

Note disabling all C-states and energy saving measures will make your idle temps higher and power consumption to go up significantly at idle. When your games are running slowly are all your actual GPU/CPU clock rates looking normal compared to when it runs smoothly.
