it performs better yes. the turbo speed is automatic. you don't have to do anything. if i were you, i'd get that instead of the 4460

 

can you squeeze in an r9 390 with more psu wattage?

CPUBoss is garbage - if you want it, why not - you get 300 MHz OC with it :D
