I used to have a envy m6-1205dx and i just got the HP Envy m7 notebook m7-n101dx. On a game called Rust, i used to get about 18 fps with my old computer on the simplest graphics, where as i now get about 11 fps with my new computer. I have turned all of the graphics settings up and down and it only changes the fps by about 3 even on the highest graphics. Sometimes when i turn my graphics up, i get better fps, which is weird. When i do task manager i look at what my cpu is doing and only about 20% of it is being used. Can someone please help me?

It has Nvidia 940m GPU....don't expect much.

The CPU will have little to do with your FPS in most games, that is normally handled by your GPU (in this case a GeForce 940M). it seems to me that your laptop just isn't powerful enough to run that game at a better frame rate. On steam recommended hardware for rust is a GTX 980.
