I got like 20fps on GTA SA running at like 800x600 and lowest settings.

I couldn't even run it prior to 2009 summer :D

And it'll run everything high/highest settings?

Will run high settings @ 60fps in most games no problem. Witcher 3 will probably require medium-high since that's quite a demanding game - you'd need at least a 970/390 to max it out.
