I'd just add the 500 SSD and use it for more programs.  I don't see why you would go through all the trouble of reinstalling windows.

Hello,

I am going to add a 500gb ssd to my 250ssd. The 250 ssd have the OS and programs on it.

Should I re-install the OS on the 500gb ssd or just add the 500gb ssd?

In theory the 500GB SSD will be faster.

Please spend as much time writing your question, as you want me to spend responding to it.  Take some time, and explain your issue, please!

If you insist, just clone it with Hiren's Boot CD.  It'll take all of 15 minutes.

I wouldn't bother switching the OS over. It's a waste of time IMO.

for all we know (by what he listed) the 500GB one is a slower drive.

It could be, but bigger size traditionally means more chips, more chips means more parallelism, more parallelism means higher throughput.

Maybe I should change the OS to the 500gb when I buy it.

Thinking about getting a m.2  or a m.2 with PCI-E express, but its expensive.
