I am trying to better understand bottlenecking. If my CPU is only at an average of >=30% on all cores and my GPU is at 90%-98% average. Do I have a bottleneck on my GPU?

Specifications:

MB and CPU

  • Intel i7-3770k Quad-Core 3.5GHz (3.9GHz Turbo)
  • ASUS SABERTOOTH Z77 LGA 1155 Intel Z77 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard

Memory

GPU

  • EVGA GeForce GTX 660 Ti 2GB 192bit GDDR5 PCI Express 3.0 x16

I am running Windows 10.

no, that's what you want...if your GPU is loaded all it can handle all the time then nothing is impacting it's performance therefore there are not ''bottleneck'' in your system. Your limiting factor to performance therefore is your GPU which is what you want.

| CPU: Core i7-8700K @ 4.89ghz - 1.21v  Motherboard: Asus ROG STRIX Z370-E GAMING  CPU Cooler: Corsair H100i V2 |
| GPU: MSI RTX 3080Ti Ventus 3X OC  RAM: 32GB T-Force Delta RGB 3066mhz |

My GPU is going to die soon. Do you think that it would be a good idea to get two GTX 960 SSC for SLI. I am a streamer. One card would handle the game while the other handles output. Any help in this area would be much appreciated.

no, always buy a single powerful GPU it's always better than two lesser ones...and it leave you with the option to trow in another card down the road...your i7 CPU should have no problem running games and handling the stream at the same time anyways.

You should buy a GTX 970 or R9 390 for 1080p gaming and the best card you can afford if you play at higher resolutions.

If this were a CPU bottleneck, we'd be able to see better performance with a better CPU, but no matter what you put in there, you won't improve performance, so we can clearly see the reason framerates and GPU usage are low is the game code. If we put in better game code with the same CPU and GPU, performance would skyrocket, therefore the game code is the bottleneck not the CPU....
