Don't get all those fans and you really won't do yourself any favors getting a low end Xfire and AMD CPU with that budget

Just like the R9 280 3GB CrossFire setup, performance here is extremely strong, even in comparison to a heavily overclocked R9 290X 4GB.

Never get a low end Dual GPU config a stronger single card is always better as it has less issues with heat, scaling, drivers you can always Xfire the stronger card. Dual GPU is absolutely pointless for 1080p and those cards won't even handle 1440p or 4K

Could go for Fx8000 Series 

Problem is it wouldn't really make a difference. They're basically all the same CPU just with more cores but lower IPC and core strength resulting to worse performance in gaming compared to Intel which have better core strength which is way more useful in general for CPU use. I really would recommend Intel at this budget since you're doing yourself any favors from keeping a preference.
