So there is an app on my smart tv (samsung) that sends the version of the app and the tvs mac address to the content publisher, and if the version and the mac are valid it will let you watch the stuff. So I was wondering, because there seems to be no answer on the web, HOW does the app manage to send the MAC address?

i5-4690k, R9 380 4gb, 8gb-1600MHz ram, corsair vs 550w, astrock h97m anniversary.

Everything with a internet connection has a mac address, and the app just sends it to the app publisher via internet?

Yes. But on the interweb people say it's not really possible to do a mac address filtering. Because i'm also interested in filtering user access via mac address, but dont know how to write a php script on something like that

The app has to be sending the TV's MAC as part of the payload data, just like the version. This would be the same as if you sent your username and password to a website. The payload data never gets touched between the sender and the receiver (unless an intermediary inspects it, but that data won't actually be changed by that.)
