Can I overclock my GPU on the motherboard?

Yeah over clocking gpu's is more or less luck, like I bought a 970 and when I try to give it a decent overclock it crashes, my friends however does not, it's the cpu that requires the right motherboard for overclocking, but as someone above mentioned a 4460 is a better cpu for still very cheap
