Upscaling PLEASE HELP!

So Some people are going to laugh but I play Black ops 2 at 800x600 on my laptop so i can always get 60fps, and my laptop makes it fit the screen but thats only when i use the built in display and i want to use my 1080p monitor at my setup but i cant because it because it shows it at 800x600  at the real size so there is a black boarder, i cant even run csgo at constant 60 @ 1024x768 never mind 1080 so bo2 is just hell. So how can i upscale to 1080 or just so it fits the screen, can i use software or must it be hardware? I dont care how bad it looks.....

 

I really thought Intel  integrated graphics 4400 was better but clearly not.....
