ShadowPlay not recording

New system new OS install

 

Every time I ALT and F9 to record I get a red cross through the icon and its not recording:

 

Here are the steps I have taken

 

> Tried multiple DX11 games - all fullscreen

>Reinstalled GFE

>Reinstalled latest Driver

>Rebooted PC

>Ensured the save paths are pointed to correct location with enough space

 

Im using an X99 system with 5820K / 980TI

 

Any ideas on how I can fix this issue?

sounds like a software problem. What are you using to record?
