How to disable Windows 10 Touch Keyboard/OSK?

I have a Surface Pro 2 as my mobile computer along side my desktop.  I like it very much, it does what I need it to do and has the features I want/need.  Don't judge, please!

Anyway, I have been running Windows 10 since the preview and enjoy it very much.  However, one thing has been a problem since the preview that I thought would be addressed in the final release but has not been.

I want to be able to disable the Touch Keyboard in Windows 10 so that it wont pop up when I tap something on the screen every damn time.  I have the Type Cover installed most of the time and do not understand why the Touch Keyboard would come up with a hardware keyboard installed.  I have searched and searched and have not found what I am looking for.

I would prefer to not disable the Touch Keyboard entirely as I have select cases where I use the Touch Keyboard when I have the Type Cover removed or folded back (which is essentially removed on the Surface).  I have seen many guides on how to disable it completely but I would prefer not to do that.

Essentially what i want is or the Touch Keyboard to never show its stupid face when I have a hardware keyboard installed into my computer and only appear when there is no other typing device found.  Any help is appreciated!

Thank you!

By default it doesn't automatically display.  You've changed a setting or you did a upgrade install and the setting is already fucked up.

Please spend as much time writing your question, as you want me to spend responding to it.  Take some time, and explain your issue, please!

If you take it out of tablet mode, does it not automatically disable the on-screen one?

BTW I'm on Windows 8 on my Pro 3

This is a clean install of Windows 10, I have adjusted zero settings as far as the touch keyboard is concerned.  From what I have found, other than the registry, there is only one toggle for the touch keyboard and it only allows you to choose whether it is currently on screen or not.  It does nothing to fix my problem.

The keyboard appears whenever I select a text both with my finger or the stylus.

Tablet mode seems to have zero effect.  I also almost never run my Surface Pro 2 in tablet mode.  But neither one has any effect on my problem.  It occurs in both.

Yes, my settings look just like that.  The keyboard toggle at the top does not effect my problem.  It just changed whether or not the floating On Screen Keyboard is being actively displayed at that moment.  This is not the problem I am experiencing.

Is it running windows 10 and does the Touch Keyboard appear if you touch a text box when the physical keyboard is not present?

It is a convertible thingy, so the keyboard is always there.  And yes it is running Windows 10.   Give me a little bit and I'll go get it and play around and see if there is something.
