help with volume?

so i need to know how to make it so when i turn down my headphone volume the application volume stays the same if i use my mixer all it does it turn down the application volume its self when i lower my headphones in the mixer. i dont not have headphones that have a volume control built in

and yes i know that is normal but is there a way or maybe another application that can make it so the sound on the PC stay the same like at max while i lower my headphones to like 40%?

 

if you want to know why im asking its because i live stream and to make it so the sound of games are loud on stream ( at least hearable) it has to be full maxes so its super loud on my headphones you can heart it perfectly with the headphones off and its just to loud i cant heart my self talk
