Firstly I'd just like to say I am a huge fan of Blizzard games and of the Youtube channels. As this is my first ever build that I could actually make for myself needless to say I'm completely lost.

Ok so say I have $1000USD before shipping&/taxes and after rebates to build this PC what should I go for in this build?

This is as far as I have completely decided on ::

Cooling :: H240-X CPU Liquid Cooling KiT

Monitor :: Vizio 42" Flat Screen 1080p with HDMI hookups (I own this)

Color Scheme :: As long as it's matching and not girly I don't really care except for white

Case :: Light tint windowed side panel or no tint as I can buy tint later for it if it is too bright and if possible not extremely huge but with ease of use cable management as well as space to add at least 1-2 more radiators in the future IF it comes to that.

Keyboard and Mouse :: I have a cheap logitech wireless micro usb combo so that's good

SSD :: I have many from dead laptops

HDD :: I have a 500gb sata one so that's good

Power supply :: enough to run this build at a stable OC whatever that may be and add more things to the watercooling loop in the future.

Speakers :: I just use my surround sound in stereo format

Edit :: I own a windows 7 home disk so I can upgrade to windows 10

I think that about covers everything. Basically all I need is the case and almost everything that goes inside it. So in reality all I have left to spend is $850ish. I could increase my budget a little bit more but I like to have that headroom.

That cooler is great, but no in any way cost effective and an extra 100 dollars on gpu etc would really go a very large way in that budget range.

This covers everything you don't have within the 1k target. I really cannot stress enough how much an 170 dollar AIO doesn't make sense at this price point.

Reason for the cooler is that I would like to expand in the future and instead of spending money on an AIO its just easier to grab one that is expandable.

It's not a good idea... Spending 15-20% of your budget on a cooler makes no sense because it literally obliterates any hope of getting a decent graphics card at this pricepoint.

Here is the best I can do with that cooler and budget (without grabbing some random itx z97 board.) The 380 is a massive step down from the 390 though.

I forgot to mention I have a windows 7 home disk and windows 10 upgrade disk so there is an extra $89.

That extra $89 did this http://pcpartpicker.com/p/fysvyc $1004

and for $979 this http://pcpartpicker.com/p/LKCMt6

Main question i have is which graphics card is better in the above post they both have supposedly the same chipset.

There is so many different types of 390's and based on another site the XFX one is the only one with a full waterblock option so should I go with that if I plan on watercooling more than the cpu at some point in the future? http://pcpartpicker.com/part/xfx-video-card-r9390p8df6

Another question I am having is fans with the entire setup I'd like to have the same company for all my case/radiator fans and have no clue what fans I should add/replace with what. I'd like to have a quiet and as cold as possible computer but not UGLY fans like those beige and brown fans >.>, granted I doubt the graphics card will be quiet at all but that is something I'll have to live with.

Edit :: Double posted not really paying attention. Read the above post I really need a clear idea on the differences between the same model of graphics cards and the fan question.

Also could anyone tell me the most stable overclocking I could get with this system exactly how it is cooled currently air cooled graphics and water cooled cpu.

Current build is this :: http://pcpartpicker.com/p/4QMmTW but as the previous post said I would like this to be as cold as possible but super quiet.
