Having Fan Noise Issues

no that's the problem its not touching its like moment my air filter is moved in front of it the revving starts and i may be able to remove the fron filter that solves the fan but don't like no filter but it does not help the fans that are on the back of the hard drive bay

 

would make more sense if you looked at how the fans are in the c70

 edit got nf-f12's and there less bad

dont know where else to ask as its is driving me insane, recently purchased 8 noctua p12-1300 fans for my corsair c70 and for some odd reason the intake fans on both the front of the case and the harddrive bay with the filter (basicly has air restriction) causes the fans to revv like a car engine they are direct powered to the psu when the filter is removed the front 2 fans go back to normal sound of just air no reving but the hdd ones cant remove the restriction due to case design

 

what can i do i tried the low noise adapter on the 4 intakes and the revving goes away but the airflow seems well terrible what can i do anyone have this issue with these fans before ?
