mac keeps going back in time! help!

hi, i'm on a macbook pro 2008 unibody 15", and every time I restart or shutdown the computer it goes back in time, not all but somethings. Things such as google chrome extensions reset and go back to what it was, and a game on steam needed to update that day so it has to update every time i open steam... please help, is this some kind of time machine issue or something?
