Is auto changing PCI-E version typical?

I have an r9 290 card and ran GPU-Z
I was shocked to discover that it ran with PCI-E version 1.1

 

And I freaked out a bit too soon.
But some investigation later, when pushing the card at all, it automatically changed to 2.0 on the run.
And back to 1.1 on idle.

Is this a normal behaviour?

Completely normal. It's basically downclocking to save power when you're not using a lot of bandwidth.

It does this for power saving, you can change this in the Windows Power Plan. It shouldn't harm anything as it is though.

It has to do with power saving features.
