Can you run anything from task manager (hold ctrl+shift+esc if you can't right click the taskbar). If that appears then good.

try running something (file -> Run New Task) like chrome or firefox (or edge, lets give it a chance).

If not then i don't know...

I launched chrome from the task manger and that works.

Okay, open up MSCONFIG same way and boot into safe mode.

Option under: Boot -> Check safemode (ideally with network so you can google stuff)

To get into normal mode, you just repeat those steps but unchecking safemode.

Tell us what happens then.

try booting in safemode and reinstall graphics drivers after cleaning with DDU.

 

This, its a fairly common bug with Integrated graphics that have WDDM 1.2 drivers installed and then are upgraded to Windows 10.

 

Remove the graphics driver entirely using DDU and let Windows Update obtain a new version and you should be good to go.

Grab DDU, run it, click reboot into safe mode, once rebooted run it again, select Video Driver, click Analyse, click Clean, reboot, run Windows Update, scan for updates, let it download and install, reboot.

That fixed both my laptop and my mum's laptop, both had a similar problem. Ours were blacking out at the login screen.
