You'll have to Upgrade from Windows 7 to Windows 10 at first.

 

Then only you can activate Windows 10 with fresh installation.

 

Download the ISO from this site https://www.microsoft.com/en-in/software-download/windows7 by inputting your key there. Fresh install

 

Windows 7 on your new PC.

 

Then upgrade to Windows 10 by downloading ISO from this site https://www.microsoft.com/en-us/software-download/windows10.

 

Make sure that you are downloading correct Windows 10 edition, If you have Windows 7 Home Premium / Home Basic, You should download

 

Windows 10 Home.

 

If you have Windows 7 Professional or Ultimate, You should download Windows 10 Pro.

 

Use that Windows 10 ISO for upgrading. Then you'll be automatically activated.
