Performance issue (GTX 970) gpu useage spikeing

Heh i've recently being playing a Steam game, idk if its the game itself or what restarting soon to find out...

 

While gaming:

 

GPU temp - 38°c (Normally its like 60-70°c)

CPU temp - 36°c 14% useage

 

My fps is below 60 even when settings turned down completely...

CPU was stable on 4.6ghz GPU notthing but i cannot change the Memory Clock & Core Voltage the voltage useage is low too:

What was the game though? It could be a newer driver problem. I'm still on 353.62

Payday 2 and i had some kinda fps bug problem too when i restarted it fixed itself so let me try that now atually before posting anything at all...

Jep apparently it fixed itself by restarting my computer frames locked at 135.
