I just built a new pc but it would turn on, or light up, i have not plugged in a monitor yet, but i think the problem is that i am missing the "reset switch" cable which i have not found in my case, plus a "reserved", whatever that means, is not there also.

 

Could this be the problem or is it just my terrible cable management and stupidity?

The switch at the back of your power supply?

It wouldn't be the reset switch not being plugged in.check that everything is plugged in properly like RAM and power cables.

tried both, i and o, currently on o

 You want it to be on I in order for it to recieve power. Keep it on O when you are working inside the case.
