AMD 5870 Black Screen when startup

I've tried everything i can, its just the driver not working.

 

I even went to NCIX and the tech there said that the card was just too old, and the PCIe socket wasn't compatible. (though it still should have worked)

 

The GPU was on its last legs anyways, it was ~6-7 years old and the fan was making weird noises.

 

So I just bought a GTX 960, problem solved...

 

My fault for trying to save money by reusing an incredibly old/faulty card.

I am building a new PC, and used an AMD 5870 from an old computer that was running a week ago.

After assembling everything, the system boots fine, and continues to be ok after installing all the system drivers, updating bios, and windows update. However, the moment i install the driver for the 5870, the system does not boot past the black "starting windows" screen.

System Specs:

CPU: i3 4170

GPU: AMD 5870 (reference)

PSU: EVGA 500W

Mobo: Asrock H81M (first attempt), MSI z97 pc mate (current)

OS: Win 7 64 bit, Win 10 64 bit (tried both)

Symptoms:

GPU works before installing drivers, displays black screen after installing

GPU works in safe mode.

So far, i have tried everything i can find on google such as:

Reinstall driver via windows

Install older driver (15.7.1, 14.4, 13.12, 10.8)

Reinstall via Display Driver Uninstaller in safe mode

Installing drivers with/without CCC (drivers only vs software suite)

Repeat above for both Win7 and Win10

Swapped motherboards (H81M had the same problem when i installed the intel ME driver)

Disabling onboard GPU

Please help?

I would think its the drivers, but EVERY driver ive tried had the same result.

Cant really use the card without the drivers...

Bios works fine, running in safe mode works fine (device manager shows correct card, no "unknown device")

If you had previously another card with different drivers be sure to uninstall everything before installing the new ones, and disable integrated graphics if you were using those previously.
