New rig , new problems

Hello , I just built a new system and I seem to have a couple of problems with it. First of all , the pc won't start when I press the button ,I mean it starts but it won't boot ( all the fans start to work and i can even see the led from the DVD drive flash a few times , but no HDD activity ) , it won't even get to post screen or something , the HDD led does not blink at all. I have to restart the pc over and over again until it finally boots.

 

The second problem is that the motherboard seems to have a weird ring when the pc is shut down but not unplugged from the power outlet. There seems to be a really sharp ring coming from the motherboard , it's not loud but it's annoying.

 

So , what's the deal with the pc not booting ?

Have you checked, your RAM is installed perfectly? remove and install them again. may be thats the issue.

I'm on the PC right now . It works just fine , just that the system won't boot up the first time i press the power button , i have to restart it a lot of times.

 No , I don't have those , i think i had this problem before , many years ago, i think the mobo was faulty back then , i don't know what to say about this one ,it's kinda new.
