Is there a program that automatically detects highest stable overclock

Like say I put my own oc on in afterburner and the program benchmarks/stability checks the card and recommendeds how much more I can push it for the highest stable overclock

Nothing reliable. There are a few OC programs that claim to overclock for you, but they don't work half the time and manual tuning is always better.

put some effor in you mug, do research

Not really, you would get driver crashes long before you killed the card.  It would be like stable > crashes > then dead.
