Best way to play games on a TV in another room?

I am setting up a racing simulator in my basement in front of my 60" TV, but my PC is in my room 2 floors up. What would be the cheapest and best way to get the game on my TV and the input from the wheel to my PC? Could I setup a cheap PC from parts lying around (like a Pentium D and a AMD 5000 Series GPU) and use it for steam in home streaming? Does it even support having controllers?

 

Or should I just run a HDMI cable all the way down? (I already have Ethernet cables running from the basement to the top floor)

 

Maybe HDMI over Ethernet? But I have no idea how to get the USB up there.

If you have ethernet, you could stream over ethernet with a set top box by the TV.

Case: Meatbag, humanoid - APU: Human Brain version 1.53 (stock clock) - Storage: 100TB SND (Squishy Neuron Drive) - PSU: a combined 500W of Mitochondrial cells - Optical Drives: 2 Oculi, with corrective lenses.

The USB is the thing, I don't know if somehting like that would work over streaming on a set top box. I assume certain drivers need to be present for that sort of thing. In that case a cheap HTPC might be better.

 

Examples of streaming boxes are things lik a roku or shield.

Get a better processor if you're gonna do Steam streaming, that Pentium D probably won't be up to the task.

 

I feel like the cheapest way would be to just take the pc up and down. Thanks for the suggestions!
