I recently changed by subnet from 24 to 8 so now DHCP has to give out new addresses. (It is set correcly) Is there a way to make it give out new IP

s instead of restarting the device? Once I did get it to send a new IP to my phone it gave it 169.254.13.129 w/ a 16 bit subnet mask (255.255.0.0), it should be 10.1.1.x and it doesnt even show up under DHCP leases. I can access the internet but can't connect to my router, the only reason I can on my PC is because I manually set it . Any ideas?
