A MySQL server is a database that is based on the website. It is the websites fault, not yours. The message was directed at the owner of that website. It means their database (MySQL) server is defunct and that they need to fix it.

Why i am getting this when i try to join "X" site ??? 

What can i do, so it never  happens again ....... !?

What website? That's the website's issue. The admin of that website needs to fix this with their webhost.
