I plan to make this an all-around PC that could handle 1080P gaming and some video rendering and photoshop. (My sister edits videos from time to time, but spends most of her time using Photoshop.) I also plan to use this PC for at least 3-5 years with the Graphics Card as the only upgrade in mind. I don't plan to Overclock

 

 CPU:Intel Core i7-4790K - should I cheap out and go for a 4690K since the I7 might be too overkill for someone who wouldn't overclock.

GPU: Palit GTX 980 Jetstream - Since building a PC here in the Philippines is much more expensive, should I shell out cash and get a Zotac AMP! Extreme 980? (Which is 50 bucks cheaper than a Zotac GTX 980 TI AMP!)  or Should I just get a Zotac GTX 970 AMP! Extreme Core Edition? I don't plan on buying an AMD card or getting a 980 TI because I want to maintain a 500-watt PSU since I don't really pay for the electricity. However, that being said I understand that there is a trade-off if I go with a 970 and maintain my 500-watt PSU limit. It might hamper me in the next year or two given the advancement of game development and VRAM usage. So what should I do? Go for a more power-hungry card and pay for a higher electricity bill or just play it safe with a 970 since it could satisfy my needs at the present? I also plan to play on a 1080P Panel.

CPU Cooler: I still don't know whether I should get a CPU cooler since I won't overclock even if I go with an I7 or I5, but considering the temperature here in the Philippines, should I invest in one? If I do, then what brand and model do I go with?
 
Case Fans: Corsair SP 120 and AF 120 fans. (The ones with those LED lights since those things look so damn cool.)

Speaking of case fans, what kind of setup should I go with? A positive air pressure setup, a neutral setup, or a negative air pressure setup? If so, where should I put the fans? I'm really particular with the cooling since the temperature here could go up to 40 degrees celsius and even more. Some might say I should go with a water cooling setup, but I just can't afford nor have the skills to maintain that kind of hardware setup so I will just stick with air cooling.
 
I'm open for suggestions and i really need help so constructive criticisms are most welcomed.

If you're not overclocking get a cheaper motherboard and get a Intel Xeon instead if it saves you money as it's practically a i7 with no IGPU also I would probably just get a 970 for 1080p

if you don't intend to overclock just get an i5 4460 or non-k processor. as for the cpu cooler you'll get away with the stock cooler, but i still think about getting an aftermarket cooler like a 212 Evo just to keep temps low.

Im not a huge expert however - when it comes to not OC'íng  i would probably play safe and get air cooling ( Noctua, Evo) because liquid cooling (pumps) tend to make some noise. 

When it comes to placing fans, i used my basic logic of keeping air flowing and as much dust out as possible.  Front in - Rear out and im fairly sure you dont need any more fans( top-bottom) but thats just my personal opinion.

So about fan positioning, I know I should go with an AF type for the exhaust however, what should I do about the front fans? Should I put two Static Pressure fans since I'd probably have an aftermarket CPU cooler or should I for one AF for the top front fan and an SP for the fan that's poisitioned near the drive cages? How about the top part of the case? SHould I go for triple 120 SP or AF? Or should I opt for 140 fans?
