looking for a card to play 1080p games at fairly medium-high settings with a budget of $200, been looking at 270x and 750ti, is there anything else i should look at

You can find a 280x on eBay for under $200 if you don't mind used.

If you can find R9 280 go for it, otherwise the 270x is a decent choice.

270X hands down. Also, a 280X is much better than a 280 and a 285. 

But you should also consider the 200 series is much older

the R9 270X beats the performance of  the 750ti

 

the old 7950 (and the R9 280) beats the performance of  the R9 270X

 

and the R9 380 beats the performance of  the R9 280 (and R9 280X)
