Phone Sound Problem

I have the Note 4 and sometimes when i open a app for example twitch or spotify , my phone would say its on max volume but the sound is really low and i have to restart the app to fix it (it sometime works but sometimes it doesn't) idk why this is happening and its really annoying because i always have to restart the app to reach max volume. any help would be appreciated.
