Top: Only remove the files. This is faster, but less safe. Use this if you are going to use the computer.

Bottom: Remove files, and everything on the disk. This may take an hour, but it will make it more difficult to restore the removed files. Use this if you are recycling the pc.

I want to clean install windows 10.

https://www.microsoft.com/en-us/software-download/windows10

Use this to get the iso, make a boot drive using this iso, reinstall windows 10.

So what is the difference?f

top one keeps personal files, but removes all programs. Effectively reinstall windows and keeps personal files.

bottom one removes everything and "reinstall" windows.

So it's safe to use the bottom one? It won't remove windows 10?

It will NOT remove Windows 10. It is safe. It deletes all your personal files and is the safest, cleanest method.

No, Windows will be kept. I wouldn't recommend fully cleaning the drive, it takes a long time and it's not worth it unless you are not keeping the PC and don't want the next person to recover personal information.
