Testing mobo w/o CPU or RAM

Well, you may be able to test if power is distributed to fan headers by doing that, but it won't tell you if the board actually works. You'll need CPU and RAM to actually tell if the socket, DIMM slots and other things are working. 

So as stated in the title, I'm testing to see if a motherboard works with no RAM or CPU, just a power supply attached. Will there be any problems? Will I get any indication that the motherboard is alive? It's an ASRock Pro3. Maybe i could attach a fan or something.

Just attach a fan to see if the motherboard is responding but you won't really know whether it's fully functional till it's in a system

In order to properly test if a motherboard works, it's pretty much a requirement that you'll need a CPU and at least one RAM module if you want to perform a Power-On Self Test.
