Is it true that you can only apply 3d settings of ccc on games based on opengl?

The CCC or RadeonPro only works in certain ways on certain games. Anti-aliasing is a good example of this, some games will only work in the Override App Settings, others will work only in Enhanced, and some will operate no matter what you use. I find that DirectX 9.0c games can typically work with any settings. DirectX 10 and 11 are hit and miss. Some DX11 games like BF4 work no matter what you do in the settings, others, like ACU, only work in one mode.

I see. I recently came up to the issues where I cant apply any settings from CCC to gta V, tried radeonpro and d3doverrider and still no effect

GTA V might be one of those touchy games. I'd try Enhance Application Settings instead of Override.
