Should I get a gtx 970 or a custom loop?

 

I don't think you can get much of a custom loop for the price of a 970. So get a 970.

Going off your build details on your profile, Probably the 970, but also seems your CPU is OC'd as long as your current cooling is good enough then go with the new GPU.

Nope. Better cooling won't do a lot for performance, a better GPU will. GTX 970.

gtx 970 would be the wiser decision.  It would give you a  better gaming experience than a custom loop would.
