My friend has a budget of about $1000USD here's the rig I put together for him http://pcpartpicker.com/p/BxtK . How does it look?

Looks good - just keep in mind did he need peripherals including monitors as well as an OS?

He has the peripherals and a sound card (including monitor). I personally have Windows on a flash drive and buy a product key whenever I need to install it.

Seems good, but it doesn't include the case and that puts it over budget. I also need to pay for a Win 7 product key

Says $20 in rebates right there in the screenshot... Anyway that's a nice proformance increase for the bump in price. I'll check with my friend to ask him about it.
