So there is a bunch of pretty good video cards at microcenter for $209.99. I have been looking at the specs and can not tell any important differences between any of them. I do not know which video card in that price range is the best to get! HELP

I would go with a 960 over the 380 due to less heat and power draw, as far as which one, the gigabyte one has the highest core clock while still maintaining two fans, so might be quieter?, so I would go with that one.
