Steam Ui Lag [help]

Ingame fps is fine. and The UI works flawlessly while ingame int he overlay

 

but from the desktop the ui is sluggish right clicking on the icon or clicking any tabs?

Windows 10.

Restarting Steam fixes

but rebooting brings problem back.

Strange. Remove Steam from starting with Windows, and once Windows startups, run Steam yourself.

runs just fine when i do that.

maybe cause i have to start it in admin mode cause it won't start unless you run in admin.
