Troubleshoot x99

Recently built x99 system.

 

Quick run down of parts

5820k, Asus X99a- deluxe,Asus GTX 970 Strix, Gskill 4x4 2666, Noctua NH-D15 ,EVGA 850 Supernova P2 HAF 932 Advance

 

Attempting to boot the system after setting up XMP the system crashes. After resetting CPU to stock and Ram to Jedec (2133) the UEFI/ Video will lock. Resetting the system to fix the Video error the CPU Fans except for the top mounted 230mm case fan will run from the CPU_fan and CPU_Opt.  Is this signs of bad mobo? Do I need to look at RMA CPU and Noctua Fans too?  

 

I did a hardware check prior to installing into the case with everything showing stable. i have been attempt to install OS to M.2 and I don't have system to validate parts with.

 

I have update BIOS to most current and now I have no monitor feed. Qcode is 00

Check your ram voltage and timings and set them manually.

I updated the bios checked the everything before I reset to save all changes. Since then I don't have video feed nor CPU fan spinning.

Your cpu cooling fan isn't spinning after the bios update?
