superclocked

Can i make normal card superclocked by myself ? 

 

There is evga 980ti superclocked for 720euro and not superclocked for 700 euro why should i pay +20euro if i can make it myself superclocked anyways right ? 

 

I heard that superclocked cards are coming already overclocked at stable speeds from the factory. But can i make it by myself ?
