I just completed my first build and when I go to turn it on it turns on but will show the main BIOS screen for a few seconds then will show me the screen that says, 
"Reboot and Select proper boot device
or Insert Boot Media in selected Boot device and press a key_"
Yes, I made sure my HHD and SSD are connected via SATA to the motherboard and the HHD and SSD are connected to the PSU.

make sure you install it to the ssd as well.

 

And set the boot order correctly

I am not very experienced so how do I install an OS when I see this screen?

Also, how do I chose to make the SSD the C drive where only windows is installed?

And lastly, what does boot order mean?

There are tons of tutorials on youtube about this stuff.

You have to put a Windows disk in your CD drive or put a windows file on a USB stick. How to do this, can be found on the interwebs.

In the setup, once your windows installation is running, you can choose your drive where you want to install your OS on.

The boot order can be changed in the BIOS, which can be entered pressing delete while you're booting up your PC.

Plug your SSD into the first possible SATA slot. (SATA 0 most likely)

Go into your BIOS by pressing DEL or F12 while the computer is starting

Look for "Boot order" or "Boot configuration" or something of the like. Set your SSD to 2, your HDD to 3, and whatever you're installing your OS from to first

Use a Windows installation disk, or make a bootable USB drive. Win10 USB Creation tool Windows 8.1 USB Creation tool (you need to buy a product key for Windows if you haven't already)

Your computer should boot to the Windows installer with further instructions. Make sure to install to your SSD! You will be given the option of which drive to install Windows to. After you finish installing Windows, remove your Windows installation media (The disc or USB drive) and your computer should start into Windows
