Doesn't matter what the key is.  Microsoft has the hardware ID in its database (your PC sends it over during the activation).

If that hardware ID is linked to an active 7, 8.1 or paid-for Win10 key, your Win10 install will be activated.  If not, you get that error.

I made that mistake first.  I upgraded on one VM and then tried to use the key on another machine's VM.  Didn't work.  I had to install 8.1 on the VM I wanted to upgrade, then do the upgrade and then it did activate without a problem.

Good system for MS, bad for those who tend to hop hardware or use VMs a lot.

New keys may or may not be different than upgrades.  I have no experience with them myself because I don't plan on spending money on Win10.  However I suspect that if you buy an original Win10 key, Microsoft will see that key on installation, see what hardware ID it is used with and lock the key to that hardware ID.

So that should activate just fine.  If it doesn't, it's because either the key has been registered to another hardware ID already or because the servers are overloaded.

One thing you could try is to activate by phone.  They tried to hide that option, but they didn't do a good enough job really.

1 ) Open the command prompt (I did it as administrator, but that's a habit of mine.  I think regular command prompt works just fine).

2 ) type "slui 4" (without the quotation marks, of course).  Within seconds, the phone activation prompt should pop up.

3 ) Select your country

4 ) call the toll-free number if there is one for your country (you may need to hide your caller ID if you use a cellphone)

5 ) follow the instructions, from here on out it's all pretty self-explanatory.
