Server Box?

Hey, I want to create a Server box that I can host a mine craft Server off of with around 1000 players-12,000 players on it. It can run on windows but I don't want to host it off my new PC but I have 3 monitors to run the box. I have a $1000 budget and I need help creating it including everything. Thanks

i would recommend purchasing a server due to the mass amount of people you want but here's some basic specs

minecraft needs raw cpu power so x99 will help plus 16 GB Ram as well
