 (FANS ARE LOUD)

The H80I Light hasnt worked for awhile, the H80 works fine all the fans are hooked up to it and run, and the link software picks it up perfectly

Remount the H80i. The waterblock must not be touching the CPU correctly, causing it to overheat, which causes the motherboard to tell the fans to go full blast. This happened on my old Dell when the system was abnormally unstable, and the PWM fans were on 100%. Turned out the base of the heatsink wasn't making good contact with the IHS, because there were no thermal paste between them. I fixed it by applying new thermal paste, and it is now silent.

No. It does not run at 30 degrees Celcius even at full load. It's impossible. AMD's sensors are bad in a lot of their CPUs.
