Multiple System Locales?

Is there a way to have multiple system locales? My family is a bit weird with the language thing, we all speak english, but if I set my system locale to english, my dad's apps(korean) won't load the text correctly, and if I set it to korean, my mom's stuff(japanese) won't show up correctly. Anyway to have both korean and japanese locale?

 

Computer is running windows 8.1. Probably going to upgrade to 10 soon.
