I don't see why vsync would go away when running in a window....

A lot of games run smoother when running in a window, the need for V-Sync goes out the window

Why is this? What's the difference between full screen and windowed?

Games in windowed mode use windows' sync settings, therefore skipping the need for games to provide it. Good for those games that have horrible v-sync. Also good for multitasking people with 18 monitors.

Is it the same for windowed borderless?

I don't like 2D games...I just couldn't get into them.. ( ͡° ͜ʖ ͡°)

I doubt that. I think it's still mostly dependent on the specific game and what HW you are using.

Recent example for me would be The Witcher 3. Everyone says to run it in borderless window mode but for me it creates microstudder and running it fullscreen is a lot smoother.

Just try out the settings and how they work. It will take at most 15-20 minutes to find what you like.
