i3-4150 Not being fully utilized while rendering

Hi, I built my friend a computer with an i3-4150 and a Gigabyte B85M Gaming 3 Motherboard and while trying to render in Adobe Premiere the CPU is not being fully utilized and all four logical cores are only reaching about 50% usage. I need help, ASAP.

Maybe adobe is only set to use 2 CPU's? Although throwing the virtual cores at it will not help all that much, but I understand wanting to get the most possible out of the chip.

check to see if EIST or speedstep is enabled in the bios, this would cause the processor to max at 50%

go into power options and click on the high performance mode if that doesnt work do that again but go into change plan settings and go down to processor power management and click on max processor state and set it to 100 and set the minimum to like 10 so it can throttle down when not in use

The thing is I have the same CPU and my PC handles rendering no problem.
