A question regarding data transfer rates

I have an external enclosure that is usb 3.0. When I'm doing transfers on it from a hdd to my computer I find that the transfer rates dip pretty low when it's working on a lot of small sized files. It varies but probably a max of 4Mb/s but usually below 1MB/s. When it's working on one large file or several larger files I usually see speeds of 40MB/s. Basically the data transfer graph in Windows 8 looks like I'm playing EXCITEBIKE if anyone gets that reference.

Smaller files make the read heads of the HDD jump around more, therefore dropping transfer rates. If it's just one continuous file, then they don't really have to. At least to my knowledge.
